ABOUT US
Joel Diringer, JD, MPH
The firm's founder, Joel Diringer, JD, MPH, has worked
for more than 30 years in the nonprofit, health,
government and philanthropic sectors in areas including
access to health coverage, farm workers and rural health,
oral health, multicultural populations, breast cancer
treatment, and community organizing. As one of the
original senior staff at The California Endowment,
California's largest health foundation, Joel was responsible for over
150 grants, totaling in excess of $50 million, to
improve the health of low income Californians. He was
also an attorney and health policy advocate for
California Rural Legal Assistance from 1983 to 1996.
Joel has served numerous health, environmental and
community organizations as founder, director, staffer,
board member and consultant. He has authored many
studies and policy papers on improving health conditions
in California and in Central America. Joel is a member
of the
Board of Advisors of the
Insure the Uninsured Project
and formerly a member of the
First 5 (Prop. 10) Commission of San Luis Obispo County, the National Migrant Head Start Advisory Committee
and the Governing Council of the
American Public Health Association. Joel received a
Masters in Public Health from
Harvard University School of Public Health ,
specializing in policy and management. His law degree is from
King Hall School of Law, UC Davis, where he was
named Year 2000 Alumni of the Year and founded the
King Hall Legal Foundation.
Kathy Phipps, DrPH
Kathy Phipps, DrPH is an epidemiologist who specializes in
oral health issues and community based research. She
received a bachelor’s degree in dental hygiene from
Oregon Health & Science University plus a Master’s and
Doctoral degree in public health from the University of
Michigan, School of Public Health. Kathy has
considerable experience in fluoride and dental caries
research plus is considered to be an expert in the field
of oral health surveillance. Prior to relocating to
Morro Bay in 2000, Kathy was an Associate Professor at
Oregon Health & Science University and a member of
OHSU’s Bone and Mineral Unit. She is currently an oral
health research consultant for Diringer and Associates
plus Northwest Portland Area Indian Health Board, Tuba
City Regional Health Care Corporation, Aberdeen Area
Tribal Chairman’s Health Board, Association of State and
Territorial Dental Directors, State of Washington, and
State of Arizona.
